THREAT OF REDISTRIBUTION UNDER DEMOCRACY, THE. Intra-Elite Relationships in a Context of High-Income Concentration.

Si bien una extensa literatura sostiene que, en contextos de amplia desigualdad, los regímenes democráticos fuerzan la redistribución del ingreso de ricos a pobres, existe evidencia que apunta a señalar lo contrario: los regímenes democráticos pueden mantener e incluso acentuar la desigualdad. Este libro afirma que el tipo de relaciones que las élites entablan explicaría por qué las democracias no son necesariamente efectivas para redistribuir el ingreso. En el libro, se sostiene que la posibilidad de redistribución será menor si las élites económicas establecen relaciones cohesionadas con las élites políticas y militares. Así mismo, muy de cerca de la tesis de Barrington Moore, que entre más cohesionadas sean las relaciones entre burgueses y terratenientes, más difícil será que la democracia sobreviva en caso de amenazas redistributivas. El argumento aquí presentado apunta a que altos grados de cohesión entre las élites garantiza que los más ricos cuenten con una representación política eficaz en la defensa de sus intereses, así como también la protección militar ante amenazas redistributivas, incluso a costa de la democracia.

Although an extensive literature states that, in contexts of wide inequality, democratic regimes force income redistribution from rich to poor, there is evidence in the opposite direction: democratic regimes can maintain and even accentuate inequality. This book asserts that the types of relationships the elites establish would explain why democracies are not necessarily effective in redistributing income. In the book, it is argued that the likelihood of redistribution will be less if economic elites establish cohesive relationships with the political and the military elites. Likewise, very close to Barrington Moore’s thesis, this book also argues that the more cohesive the relationship between bourgeoisie and landowners, the more difficult it will be for democracy to survive in the event of redistributive threats. The argument presented here points out that high degrees of elites’ cohesion guarantees that the richest would have effective political representation in defense of their interests, as well as military protection against redistributive threats, even at the cost of democracy.
